    This appears to be an emergency communications vehicle. Different emergency responders often use different radio equipment and frequencies. An emergency comms vehicle can link these communicators across different equipment types.

    I work in communications. It almost certainly is a mobile cell tower with a microwave antenna to transmit to a shore station. That far out, cell service is probably poor. They are very useful in disasters.

      @TKO67 in the middle of the bay? Are you sure? Good cell service depends on two things. One is line of sight and two, sufficient broadcasting power, which is variable depending on cell traffic.
      But it still isn't likely to be a radio jammer.

    I suspect it's just acting as a cell tower and/or radio repeater, so everyone in the vicinity gets all the radio calls, not just the ones they're close enough to hear directly. It might _also_ be listening for the squawk of various drones, just to know who they are, but I doubt that's their main concern. Deliberate jamming is not something the FCC tolerates, not even from spooks.
    In other emergencies, it is not at all uncommon for someone to drive a vehicle up on a hill and then put up the mast, so it can act as a repeater for the entire region below. It can hear all those one watt and five watt radios, even when they can't hear each other.

      While this makes some sense, the thing that doesn't add up is that it's the FBI were' talking about. The Navy and probably several other entities that are part of the unified command could provide on some comms if needed. Those telecoping pneumatic masts are common on tactical vehicles. They are used by fire departments, police departments, FEMA, and many other goverment and private agencies.

      @@jimhansen5395 We don’t know that it’s the FBI. That is just the narrative that was planted in your head by this guy. My first guess would be that a local news outlet has a livestream camera and they rented a microwave truck to provide quality comms for that. I could be completely wrong, but there is less wrong than thinking that the FBI is jamming communications with a thing that looks nothing like what you see, for example, on the battlefield in Ukraine. You don’t need, or want, a high mast with a directional antenna for that.

      The truck bears no identifying markings. That it's FBI is speculation. Other Federal agencies that are involved in enforcing regulations (FAA and FCC for example) presumably have their own non-descript vehicles.
      That the truck is for temporary comms makes sense; the bridge presumably carried a lot of various utilities including fiber optic cables. Though it does seem that a point-to-point microwave link between two buildings on opposite shores would be the better solution.

      I guess you were never here before. Jeff is an engineer and regularly debunks conspiracy theories. If he says something is out of place it is. You don't need a large generator to power a simple communications array. You only need one for a high energy broadcast. Interdicting unofficial UAVs is a good theory. Some people just get off on dissing everyone. As for the FBI being involved - it's a hundred billion dollar disaster the Federal govt is going to front money for. But they will sue for its return - so they want all the proof and info they can get. And would probably like less info for the opposing legal teams.

      Why tinfoil always nowadays?! He is just analyzing and presuming. He does not say, that it is the FBI up on the bridge, but he is presuming it for good reasons. He does not blame the FBI. Things r not always black-white😊It could be FBI for good reasons as he mentions.

    The FBI vehicle is a command center and relay center to get all signals thru those steel piles and return it down the the port. So it's placed there for a very good reason. So everyone can communicated with everyone. So this vehicle has a Stringray inside on top so all cellphone signals been relayed for better communication onsite since the Bridge Cellphone antennas are all gone.

      The "signals" used by maritime would have little to no problem passing through the steel piles and reaching the port, that's just stupid. VHF and HF communications will work for miles.

      Most marine vhf is simplex, transmit and receive on one frequency. So you can't rebroadcast on the same frequency that you are listening on. It could be related to the fact that the Dali crew have been given wi-fi access to the internet, from day one.

    Looks a lot like a Civil Support Team communications vehicle. Yes, most of the stakeholders have their own comms, and VHF marine is probably the primary medium. But they could need on-site repeaters and cross-pitching. And they probably also want to be recording/logging on-scene low power comms.

      Exactly my thoughts. I bet that's to aid marine comms. Maybe the bridge had a repeater that was knocked out? I doubt it would jam drones, it'd probably just help pinpoint the transmitter location.

    Being retired from DOD we had a Rescue truck that had a camera/light mast on our truck. it could also have air monitor equipment . The Army national guard operates a fleet of black hazmat vehicles

    I don’t believe they are doing any jamming. After all that would affect an area from the radius of that point which would interfere with drones operating legally not anywhere near the bridge site. It is obvious That location is ideal for repeaters and communication systems ensuring that there is good communications between all services and boats

    in another video i watched last week i ask that very same question ecept i watched a vehical drive up there and i commentented how scray that has to be driving up there and this was the reply i was given as a possably reason,... likely a radio repeater for unified command so they can monitor progress. It's a pretty good vantage point to monitor work from as well"

    It's a comms hub used to allow everyone to communicate with everyone else. Barges, cranes, coast guard, port authorities, commercial traffic, ems, etc...because they all operate on diffrent frequencies to prevent overlapping transmissions from blocking out everyone elses transmissions.

    I've worked a little with anti-drone technology. The most reliable way to detect the presence of anything in the no-fly zone is to mount a small radar on a mast so anything that reflects can be seen. The mast could also act as a cell tower if comms on those frequencies needed to be used (marine bands travel for miles, so wouldn't need this, but cell comms tend to be easier to secure from eavesdropping).
    I've also worked on camera systems, though mast mounted kit tends to be for longer ranges (so you can see over terrain) or when you want to view multiple points of interest (so you can see across a wide arc without anything in the way) ... however the latter would move around a lot, which would be noticed / commented on

    Thanks Jeff, you're the best. I heard the crane op say they needed to turn that piece 45 degrees to get it free. That's when the 2nd crane positioned itself with it's back to us, suspect to help. I didn't happen to see the slip and splash. Nice catch.

    I wonder if the bridge had cell towers on it - if so the truck might be a replacement for those known as a COW or "Cell on Wheels."

      That's a good possibility but the antennas on-board don't look like traditional cellular antennas. But they could be specialized for vehicular use.

      I don’t recall ever seeing a cell tower at the top of the bridge. They were updating things like newer LED signs, but hadn’t made it to those kind of improvements yet.

      @@lumineria1 You probably wouldn't see it though, the cell tower installation on structures like that is usually extremely inconspicuous, and unless you we're looking for it you wouldn't notice it - especially while driving. They'd put a little square patch antenna right on the side of a random beam high in the air, and once it's painted you'd never know it's there.

      @@linuxguy1199 They aren't. I work for a mobile service provider. We have trucks that respond to natural disasters. Those antennas are not mobile backhaul. They are some kind of communications relay for the unified command.

    I think it's just a mobile Cell+Wifi setup, just like an impromptu cell tower. The workers and gov investigators get better signal for everything they use on phone, device, computer. And the gov can utilize firewalls/encryption instead of sending everything through the nearest public tower. Also, we might consider the bridge itself had antennas on it to provide signal for drivers. Those antennas are in the drink now. Probably left no signal in that channel

    It’s quite possible that the antenna is used as a reference point for dynamic positioning (kind of a gps for vessels especially dredging vessels). It gives a reference point to work in conjunction with GPS to give an extremely accurate tolerance.
    Or it’s just extra comms for all the vessels and agencies working there.

    Turns out the one worker on the bridge who survived had manual crank windows and was able to roll them down and escape. Any power windows would have stopped working the second they hit the salt water, and the water pressure would keep the doors shut. And this after falling hundreds of feet. What a scary way to go. It's very sad.

    At 6:23 these look like pan-tilt-zoom high definition video cameras to record the ship and bridge recovery below. I can't see obvious dish type small microwave antennas, but I suspect the square-ish objects could be panel antennas? Who knows, but I suspect it's for the site recovery! Vivid imaginations can run riot if not careful...

    The sheer idea of the FBI jamming in FCC licensed frequencies is absurd in the first place
    Assuming these ridiculous statements are true​ ​you won’t be caught if you fly a drone. The “FBI” would need at least three trucks to find any individual emitter
    ​​you could also just use frequencies outside of what is “jammed”
    ​​I follow the ham community and if there were jamming going on everyone would have heard about it

      Ham here, there are no exceptions to the rules against jamming, even for law enforcement it would still be illegal. Plus every drone uses different frequencies, it's far more likely that there is a phased array receiver used to pinpoint the direction of the drone operators so they can be tracked down and arrested.

      @@jeffostroff If one is planning to do something against regulations, why would one register their drone? Some brands of drone emit the GPS location of the pilot. Without that, the feds can use radio direction finding but that's not very easy to do.

      @@linuxguy1199Most RC equipment uses the unlicensed band at 2.4 GHz that includes all sorts of devices from microwave ovens to IoT devices. Video is transmitted on a different frequency. They all are very low power - less than 100 mW. The control band uses spread spectrum technology with frequency hopping to find “channels” the have the least interference so that noise is less an issue and multiple transmitter/receiver bound pairs can operate in the same band simultaneously. Like any receiver it can be swamped by a signal of sufficient power.
      I used to fly RC gliders at a field that had a 2.5 GHz weather radar nearby. Even on a slightly different band, if you flew too close when the radar’s power was cranked up to increase its range, it would overload a plane’s receiver and you would lose control, crashing the plane.

    A couple of weeks ago you went hard on me for questioning the situation. I did have the captain's country incorrect. Now I'm reading this thread and you sir are being called out. That clip you played in the beginning is spot on. Question everything. Imagine if you were looking at the Oklahoma Federal Building? Would your analysis only include facts outside of the fact that it was on purpose? It's not always an accident.

    Could it be a wireless tx/rx bridge to reestablish communications networks that once spanned the bridge?
    Look for another similar antenna on the opposite shore.

    Either it's a jammer (but I'd say it's likely not), either it's a communications/data relay, to help people have a better bandwidth for the big data transfers between the scene and the offices (like a 4G/5G or even a Wi-Fi stronger antenna) ? In the French Army, I remember we used them when we had multiple frequencies to use between different units and too few antennas to relay everything with a stable enough bandwdith. It also acted as a hub, in some ways. I might be wrong, though...

    I could see a camera off the bottom of the truck's mast, there seemed to be more on the other mast. It could be there so they have lots of good camera views as they remove everything, as it's a crime scene.
    Comms would be good too, as they could use smaller hand-held radios, and when they are higher frequency, so they can use clearer digital ones, with encryption, they don't have as long of range either.

    Jeff, It's the epicentre of the accident. A good spot to sent all communications in and out so everyone is kept informed rather than overwhelm other 'standard' channels and procedures, and a good place to use cameras to assist port control. STOP SPREADING RUMOURS.

    @Jeffostroff Looking at the antennas on that truck, the short mast has some horn antennas of a type that could be used for a point to point data link. The taller mast with the light has at least one phased array of antennas that are about the right size for the frequencies used to control drones. That type of array can be used to locate the position of a transmitter. What I see is a comms van set up for both high speed data and possibly drone detection. They may also have jamming capabilities as well. There is also another antenna on the tall mast that looks like a horizontal dipole of some sort. It is for lower frequencies. Perhaps for radio traffic for all the handheld radios on site. The location of the van is perfect for facilitating the communication on site. Handheld radios might be blocked by the metal structures around them. A repeater up above everything would ensure there were no dead spots when people were on opposite sides of something that blocks radio transmission. Its a good spot for long distance line of sight comms as well.

    It's a bigger version of a Stingray. Not a jammer, but forces all the cell traffic from the crew through their mini cell so they can intercept every bit. I also see PTZ cameras on the mast.

    4:34 Comms for sure. Most people don't know that in hospitals, and many high-rise buildings, they use trunked radio systems and the fire marshal requires that they install a repeater to eliminate dead spots. It would be very difficult to direct firefighting teams in Stairwell 3 when Stairwell 3 just happens to be in a dead zone, unexpectedly.
    Similar thing here. Do you see any cell towers out there on that submerged bridge? Instead of sitting around whining about the lack of cell coverage, they have a solution in place.

    4/20/24..am enjoying your videos of day-to-day progress on Dali & Key bridge on-going debris removal. Glad you printed the FAA (+other Fed agencies) No Fly/Droan Zone. TV networks all want a nifty/attention getting video for their audience but they/others need to be controlled for safety of tall crane operations/movements etc. So i think you may be right about that truck with tall antenna; it is probably some type of Droan radio frequency cancelation to prevent over zealous/curious info seekers from causing more harm than good.     This appears to be a repeater unit that is used to integrate disaster communications. You are able to plug a unit radio into a charger connector and synthesize via computer another units radio and frequency to operate on the same frequency. In case of communications total disruption it operates much like a cellular COW does providing radio service to local and task force units assigned to assist local resources. It use here is obviously to assist the Unified Command in being able to control the large scene at Key Bridge and the multiple local and distant task forces both civilian and military

    There was probably a repeater on the bridge that fell, is it possible they added that to resume the service until the bridge can be rebuilt or another repeater can be added somewhere?

    10:05 if you lose communications with your drone, and this happens to us all the time, drones have a feature called "return to home". It does NOT just "drop into the water".

    Aside from the trucks, could you explain why the road piers to the North of the bridge failed. I understand why the ones holding up the bridge did, but the road system was independent of the bridge not being physically attached except by a floating joint. The road system where the trucks are parked to the South survived, and this was closer to the impact site. Looking forward to an explanation on a future video, thanks.

    Vehicle is the NAVY’s Vessel Control. The high vantage point lets a person see all vessels, along with all the monitoring screens inside the vehicle. Not an FBI jammer. Jammers would interfere with public FAA traffic.

    Does the 2000 yard No Drone Zone happen to coincide with no drone camera can obtain discernable footage from that distance?
    And obviously they dont take them out with firepower but via radio interference.

    Though I work as an RF engineer, I’d classify myself as a neophyte as to how drones can be tracked and disabled. But here are some thoughts.
    The truck in the bridge is probably centrally located within array of receivers monitoring frequencies that drones operate on. By triangulation and correlation they should be able to determine the location of the transmitter controlling a drone. That’s done by timing of signal data. And the central truck might be where that signal processing takes place. Maybe the central truck could send out jamming signals, as the other stations also could.
    I’d be almost certain this kind of capability is well-developed and widely deployed at airports. The precision with which it can locate drone transmitters is probably comparable to the precision of GPS -pretty good!
    Given enough time for this processing, they could dispatch law enforcement to apprehend the drone operator.

    Maybe there used to be cables/antennae atop the Key Bridge for marine comms with cargo ships coming/going from the port and the black truck is just a temporary replacement for those marine comms? I do like your thoughts about it possibly being for drone jamming. 🙂

    To me those extended masts look like those I see on some rural interstate/highway construction projects. With a high definition 360 degree camera mounted up there so they can see what’s happening with traffic in the construction zone.

    The Coast Guard Command port for the Baltimore Area is literally about 1000 yards from the bridge so comms is not an issue for sure. To the right of that truck is a light powered by an autonomous generator. I am not sure that the truck is but I can probably get a very close telephoto image of it from my location to find out for dure.

    It also looks to me as it’s a mobile cellular tower as cell phone cover age gets pretty poor in that area. I’ve cruised out of Baltimore and once you leave the channel from the port cell service is weak.

    :12 "Front of the bow of the ship" is redundant. You can say front, or you can say bow (nautical term). Both are not needed.
    :50 "down to the empty bottom". No, those are hatch covers just above deck level. There are large stacks of containers underneath the hatch covers in the hull, perhaps 7-9 containers high or more. Depends on the ship.

    I tend to think a communication vehicle is most likely. If they're jamming, I'd think they'd be concerned about a possible improvised explosive being detonated, if they consider this incident a possible act of war.

    Marine folk in the area say the on-water and near-water operations of the Coastguard's unified command are, as expected, using the various marine radio channels for comms. Marine VHF will be well-understood by all involved, handheld / bodyworn units are cheap and widely available [think $200 for a robust good quality unit]. BUT many of those involved also need cellular comms for data transmission and contact with shore-based support. I don't know what cellular service is like in that area - were there antenna / repeaters on the bridge itself? But with all that metal debris, the Dali and other steel vessels around, I'm sure they need a temporary antenna up on the remaining bridge approach.

    The FBI truck is also a secure repeater. They can use it to support secure communications as well as limit public communications.

    I would say it has it's own communication, and like below it's the best birds eye view of what's going on. Faa should lock out drones except police/army/Navy.
    Not sure if it works on every model.

    Pretty sure that second shorter antenna is actually a mobile trailer camera. Could be EarthCam or some other brand. You’ll see them on construction sites a lot. They’re used to monitor progress back at a command center. You can see the 2 solar panels in some of the shots that it uses for power.

    The jamming of even consumer 249g drones does not risk the drone Jeff. They just return to home point and land safely. We tested our DJI mini pro 4. Communications not needed. And, I doubt the FBI would jam 25 GPS signals in a shipping channel.

    That set up is most likely providing additional access to emergency only receivers- that network is probably not in (consumer) regular cell phone bandwidth- doe it have Gov plates? or Gov ID's?

    My thoughts. before parking anything on the leftover parts of the bridge it first needs to be checked to make sure it can handle additional weight, so given that the black van might have been in the area already from day one but not in a highly visible location.
