I feel like I would get mowed down instantly lol. Is your suit engineered or anything like that? I've tried on foot combat twice now and both times I was basically killed in one or two hits..
You can occasionally find grade 3 suits and weapons in shops, sometimes pre-engineered too. It helps A LOT against superior numbers - in my experience, the guards at low and medium security settlements seem to be pushovers. On top of that, the AI is pretty stupid and inaccurate, making kiting and cover highly effective.
Do you remember to turn on your suit's shield before initiating combat? The only time it's automatically turned on is when dropping into an on-foot conflict zone via a Frontline Solutions dropship. Otherwise the suit's shield is turned off by default, and therefore needs to be turned on manually by pressing the relevant hotkey (C by default).

Can confirm, location still works, but getting bounties on me for killing guards and civilians...

No longer clear! FRONTIER has changed the difficulty here and all lockers are either empty or little to nothing!
You can't relog. Relogging empties all loot.
