As a local, I have questioned about private boat owners and wondered if they were allowed to leave where they are tied up IN the harbor to go out to sail. There are a lot of private piers and docks on that side of the bridge.

The Coast Guard has opened up windows of opportunities for recreational boats to come and go in the past week or so. If I remember correctly, it was a one hour window on one day, not sure about others. Quote from AI: Recreational boats can use the Sollers Point Alternate Channel to depart the harbor from 6:30 a.m. to 7:15 a.m., and to enter the harbor from 7:15 a.m. to 8:00 a.m.2.
In the evening, outbound vessels are allowed to transit from 6:00 p.m. to 6:45 p.m., and inbound boats from 6:45 p.m. to 7:30 p.m.2.
This arrangement marks the second opportunity for boaters since the bridge collapse three weeks prior2.
The temporary channel was first opened for a trial run, allowing a number of recreational vessels to relocate. (end of quote)

According to the Marine Safety Bulletin dated 11 May 2024 due to ongoing salvage operations Sunday's rec. vessel opening has been rescheduled for an earlier time. The Captain of the Port has established an transit plan for such vessels to transit the safety zone. Traffic will be one way at a time during one period: Sunday May 12th, OUTBOUND 10:00 am to 11:00 am, and INBOUND transits will be permitted from 11:00 am to 12:00 pm. The Unified command or COTP may cancel these time periods an any time for safety reasons. Mariners must monitor VHF channel 16 and 81A while transiting the area. (no word if kayakers can get by with two tin cans and a waxed string, or if they should just wing it).

The law can be funny for some and heart breaking for others.
Trespassers in my area have to be notified on the 1st offence. A police report is best, but a picture of their ID and text/note on the 1st offence is about all you can do legally. The 2nd trespassing offence can see an arrest, bond, court date and dismissed with court cost.
