It depends, in rural areas, many people hunt and have hunted for generations. Those have rifles, and "in the attic" probably because it belonged to the father or grandfather and he didn't have a licence himself.
It doesn't take place in a rural area though, and a suburban dad wouldn't know how to use a rifle anyway. I think the rifle in the attic represents the sort of hidden memories and repressed dreams that can make you snap overnight, and the crime itself represents the moment you snap and do something drastic. Or it might be about a literal murder-suicide and it's up to us to overlook the inconsistencies. Or both.
