I don’t think substituting the glycerin for oils will be possible because oil and water do not mix well, therefore your formulation will not be shelf stable (glycerin keeps it stable).
You don’t need any preservative here as the 80% glycerin will help it have an extended shelf life, however making extracts for commercial use is way more complex than this, so maybe you might need to do more research if you wish to sell out your products. Good luck

You wouldn't need a preservative as there is 80% veg glycerin. Bacteria will not be able to grow.
