Perhaps he's actually dead, and the crews are just displaying his corpse all over the country. To add to that, Sodor's residents may hallucinate him talking, since the railway's ballast is lead. Yikes. Sorry that got morbid all of a sudden. I guess it makes the End of Steam more chilling.
