I think Apple has denied them in the past to break into iPhones. That was many years ago though.

Apple refused, arguing that creating a backdoor would compromise the security of all its users. This led to a high-profile legal and public battle. So, do we know what phone Crooks had? In the San Bernardino case it helped that the terrorist didn't have the latest, most secure, version of an iPhone, though they still had to hire an Israeli company who knew how to break into it (the Feds didn't know, and Apple had the key but was still fighting to not give it up when the FBI found a different way to do it)..
And they will erase or destroy the info

The FBI did not open the phone on their own, in a high profile case like this, it is customary for the NSA to assist if they're asked for help, they use one of their toys and jackpot the phone. In other cases a company out of Israel has helped, for a fee of course.
