The top of the FCS usually do well against all but top 15 teams, and the average FCS team can usually win against lower end FBS teams, even in power conferences. Look at Richmond vs Virginia. Richmond has beaten UVA consistently. And yes, the Dakotas need to be in the FBS, as both of them not just beat their FBS opponents, but sometimes kick their asses.

As a James Madison grad, let me just give you a "hell yeah" on that one. Richmond is tough. Virginia as a state usually has a couple of good FCS programs in any given year. JMU vs. Virginia Tech a few years ago, anyone? And NDSU is just constant unending beast mode. We beat them on their home turf in the semis in 2016-17, they came back and beat us in the championship in 2017-18. They are absolutely amazing. I thought Georgia Southern and Appalachian State were dynasties in FCS/I-AA in their time, I think the Bison have pulled ahead of them both now.

I remember when Saban first got to Alabama. A little ole school, University of Louisiana at Monroe went to Tuscaloosa and won 21-14. It was funny. ULM put up a billboard with the score. Alabama had to come through Monroe to get to the Independence Bowl in Shreveport.
The best highlights of App St beating Michigan was all of the reactions from Penn St and tOSU fans. The Michigan State win in that botched punt was funny as hell too.
Some of these FCS teams find a few years in which they could be a bowl-eligible FBS team. Eastern Washington, as in this video, had players who later went pro like Cooper Kupp. Sacramento State, North Dakota St, Sam Houston, and James Madison are always a top-15 FCS team who have NFL talent. Any one of those teams could go toe-to-toe with Kansas, UTEP, UCONN, and the Tulsa's of the FBS and probably surpass them in just a few years.

You should find a tape of the 1998 game of North Alabama (D2) upsetting FBS La.-Lafayette in Lafayette. That was a shocker. Last time a D2 won a game against an FBS. This fall North Alabama now becomes a D1 school with football at the FCs level.
Most people tend to ignore that some of these teams are really good. I know its FCS over FBS, but both North Dakota St and Appalachian St were 2--time or better (NDSt was a 5-time) defending FCS champion at the time of the win. Don't get me wrong, these are great upset still.
