All of The Kinks albums have great songs, even their last albums (from 1986 on) that were not successful. Think Visual has some overlooked great songs like How Are You, Lost And Found, Rockn' Roll Cities, Natural Gift, etc

I always thought it was about the fabled 1985 October hurricane that hit NYC! I had to board up all my windows and I remember part of 57th street near central park was closed because of falling glass! It was the greatest day of my life!
i remember this song when i was a kid my dad bought this tape in charity shop in 90s the album called Think Visual by The Kinks 1986 great album always got played in the car and its now a mystery because don't where that tape is :(

If anything it is Ray adapting to the era but 'something Ric Ocasek would have done' isn't anything I think of when I see and hear this chestnut. And I like Ric Ocasek.
I suppose it is possible, although he didn't mention it when we asked him about the inspiration. He did reference the 20s French epic Napoleon, as the influence for the film insert, though. (See the feature on the Kast Off Kinks website, under Interviews and Specials) - Geoff
