I like to think that under normal circumstances (such as the development plan in V3 and Ultimate Summer Camp), Kokichi didn't commit war crimes, since none of his dialogues seems to imply so, and those who do feel like it's a lie, and he just makes small pranks and little white lies, like his motive video suggests. Doesn't change the fact he commited war crimes in V3 main game.
He committed war crimes because he thought it was the only way to end the killing game… Fight fire with fire was his mentality I guess
