He wasn't stealing a little money, he was diverting a huge amount of resources that was SUPPOSED to be used to help save people from the Nazi's to enrich himself. Keep in mind too that those resources don't come from nowhere, those are resources that could have also been used to aid in the war effort, to help with the medical coast of fallen soldiers or feed allied citizens displaced from the war. Likewise as the British correctly reasoned, if this man had no problem stealing from people he was supposed to be saving from the Nazi's then there's no telling what he would do if captured or if he wanted more money. He was simply too dangerous to be left on unchecked, their big mistake was not properly securing him and/or shooting him the first time he was captured.
And as history showed the man had no problem selling out anyone to make money.

He actually hired a look-alike to play a "role" in a "movie", and he convinced this unwitting victim that the approaching police would be other actors, and everyone would be firing blanks. He even paid off the man's dentist beforehand to perform surgery on this person, unbeknownst to them, in order to have their dental work match up.
