Can i draw 2 polygons and establish key frame for each? Will that allow shape shift ?

Is there a way to change the point of origin for the animation, for example if I used to border animation method could I choose the spot where the animation originates from and bleeds the color.
For example if in Africa you were trying to show the conquest of the Carthaginian empire I would want the color/animation to bleed out from their capital or point of origin instead of the middle of the polygon.
