Did you consider taking a big 20lb sledgehammer blows to it? Sometimes, a heavy blow works BETTER than a slow steady pressure, the same principle of impact wrench overcoming great resistance vs. hand wrenching.
I know you don’t want to heat the frame JC but since it’s the top flange and you’re double framing it anyway AND because it’s over the rear drive axle…, well you know the rest.
JC, I thought the frame was bent down and in, is that correct? So this method pulled the frame out but is it still bent down? Great video and very creative fixture.Looking forward to the next iteration.
Bendin with bendin has some pretty cool tools for straightening frames. One is a kind of hydraulic c lamp ball joint press thing for pushing metal down another is a kind of pincher thing for pushing hump like that down. Your jack and chain method works as well. I broke a 3/8 chain doing similar on a farm wagon. It was quite the surprise when it let go
Did frame work for about 10 years on a Chief EZ Liner machine smallest chain was 1/2" and I broke them seeing that little chain straining was a little scary.

That's a lot of work to bend it back. How close is it?

I have a 10 and 20 ton port a power with a base plate for chain, very similar to your setup. They work great for many things.
Why not ad heat?
I tookaheavywall tubeand welded a 1/2 inch plate with a slot in to use chain with ajack
