This song was part of a movement called "Neue Deutsche Welle" = New German Wave which was very popular in Germany at the time. Generally it consisted of minimalistic or odd song with often synthesizers and drums and mostly sung in German and sometimes some English. Electric guitars were also used but were not as prominent in most songs. I recommend checking out all the other songs of the Neue Deutsche Welle. Only a few of them had English versions made for the international market. An example would be 99 Red Balloons.
I would also like to add that the NDW was partly characterized by minimalism (here we should highlight "Trio" who used an electric guitar with only one pickup and as drums only a high hat, snare and bass drum without foot pedal. The singer used a cheap microphone, throat microphone or megaphone and a Casio VL-1 as a synthesizer). The music in this genre was mostly self-written and recorded in small regional recording studios, usually without music labels or large producers. This lightness, without any claim to perfection and easily digestible lyrics were typical and the fact that the bands, with mostly very young members who played whatever they wanted, made the music so popular, especially among young people.
