You mean he used it to fund an investigation. Nothing trump’s murder or attempted murder Cap Bogomil was in critical condition. The moment the Mayor signed off on it at the end and confirmed with his Inspector that corroborated his assignment made it perfectly legal. Axel donated the rest of the money to charity, he never kept a dime of that money if you rewatch the movie. He gave all of it away. This was a huge bust that extended across state lines.
