I thought it might have been for tax reasons or building permits. In my country you don't need permits for temporary buildings, for instance a tent, or a temporary woodshed. Some alternative people use this to skirt the often too strict building codes, by having a yurt and moving it around the property a couple of times a year. There really should be less restrictions on what people can do on THEIR land..
