The time they spend into all these cheat units with unique appearances, animations and abilities might have been better spend on an additional faction. Venice, Austria, Sweden or Poland might have been good to see, and would have used the same buildstyles already in the base game.
1 faction is way harder to make than multiple of these cheat units. From a programming perspective, you wouldn't only be making some units, but also unique buildings and a home city (with unique cards). But that would be kinda minor. The biggest reason why that wasn't done, is that that civs aren't developed in a vacuum. They need to stand out (it's a rather asymmetric RTS), be tested and balanced, which is actually very difficult to do well as a developer (especially in the pre-patch and beta test era)
