Blast was only surprised due to Garou's mimicry, so did Saitama when Garou copied his consecutive normal punches, as for the reason why Blast avoided Garou's punch with portals, it's clear that it wasn't because he couldn't withstand its power, he was simply preventing Garou from killing as collateral to all the heroes and civilians that were present (and he himself made it clear that he did not want to fight on earth for it), Blast was able to react to practically two serious Saitamas colliding serious blows at full power (Saitama didn't even care about the earth at that point) just as he acted accordingly, he tanked the explosion (he teleported along with Saitama and Garou into space as they collided) and contained it a few moments before his companions arrived; It should be noted that this was not the power of two serious punchs, it was the power of a serious punch squared, which is well beyond what Garou tanked without copy mode in IO when Saitama hadn't even started to grow and he kept hitting him in the face with serious punches. Cosmic Garou could beat Blast with the mimicry of power and abilities as far as we've seen, but we don't know what all of Blast's abilities are and we also don't know if he has hax's to deal with Garou hax, after all he was able to survive a fight with God sealed at a certain time, and Garou is merely a harbinger of himself.

Blast as reacted to Cosmic Fear Garou Mode Saitama and a Bloodlusted Saitama's serious punch, seeing them both in slow motion. He managed to speak, panic, and eventually clashing his own fists together before Saitama and Garou connected theres'.
He was right there and when their fists collided, He tanked that explosion, and was only just outside Earth rather then being sent to Io like Saitama and Garou did.
To add, Blast as knowledge on God avatars already, mentioning what a full impartation of power from God is, as it's implied that a being who takes the full deal is absent of humanity and that these God avatars can manipulate the reality of the cosmos, also capable of limitless potential like Saitama, but the degree Garou was at wasn't at the extent of Saitama's. Perhaps in the future a God avatar might be powerful enough and have the capability of rivalling Saitama's acceralated development and actually giving Him a much harder fight instead of it being easy for Him since Garou couldn't catch up.
