That's the honest depiction of drug use, not some clean hotel bathroom with a single gold razor on the marble sink and a neat line of blow with a model bent over backwards in some modern attempt at chiaroscuro that a rapper like Drake would and has used on several EPs, singles, and various promotional material.

While his subject matter glorifies his coke dealing days and he portrays himself as Tony Montana, the Whitney Houston bathroom paints the negative side to his dealings. He glamorises the dealer lifestyle, while the cover shows the buyer's perspective, a life falling into chaos due to drugs. It also brought a bit of media attention to the album, and the price was hefty I won't deny that, but I can't see a better cover art for this project.
