It has occurred to me since my original post that the announcer is just somewhere among the various events and likely didn't even know the dancing was occurring. It may even be that the individual who recorded the video is just standing unfortunately close to a loud speaker. I imagine he is just trying to keep people engaged in the atmosphere of the games. It's still regrettable that he talks over the pipes, but still a great video of dancing.

As a dancer you don’t really notice the announcer because your focusing on the music and beat rather than what other people are saying and quite often it’s for other events at the games and for entertaining the people there to watch.

You have to take the hardest bit of every step and practice over and over. I used to do 10x each side and do the step again. Eventually it became one of my best dances.

Yes, the other guy was quite good, but he wasn't as well coordinated as the one in blue. I hate proclaiming favorites and winners, since it somehow implies the party who doesn't get the nod is inferior. But it IS a competition, and it's like pro sports....a pro athlete might be the worst in the league, and he will still be very highly skilled. It's not a shame to come in second to the very best, really.

Of course, they may have been doing this all morning with different contenders, and only a small part of the crowd is watching this actual event, but still...he could have done all his speaking in the periods between "bouts", and if he had to talk during, he could have kept his dialogue on the subject of the dancers.
Didn't notice until someone pointed out the lipstick, but the one in white is actually a woman. I'm almost positive. Look at the face, the fine structure of her cheeks and nose, the thin eyebrows. Wide hips and woman-like thighs, slender hands, and it looks like a swelling at the breast. The other guy is obviously a male. I think the sailor dress is just a requirement for the competition, but they can't (or won't) make it male only, especially since people able to dance a good hornpipe are not a dime a dozen these days. I might be wrong, and it's just a very feminine male wearing lipstick, but I doubt it. Many a trans male would kill to have a feminine body structure like that, but most of them are not so fortunate, and if they did have one, they probably wouldn't be hiding it by dressing up like a man.
Look closer. That's a female, bud. Look at the facial structure, the hips, her breasts, especially at the end. She either has short hair or it's done up behind and under the cap. I'm almost positive. That explains the lipstick and the nice bum.
That deserved a big round of applause. It looks an incredibly strenuous and difficult dance to do. Good job.
