Arkansas State Police traffic stop turns up 37 pounds of cocaine

- On April 17, 2019, Stephen Mark Cox and Scott Samuel Green were traveling in a white SUV heading east on Interstate 40 in Arkansas. Green was driving and Cox was in the passenger seat. At approximately 1:25 p.m., Arkansas State Trooper Christopher Short initiated a traffic stop of their SUV because Trooper Short believed they were following a black pickup too closely.
Trooper Short engaged his blue lights and pulled Green over for following the black pickup too closely in violation of Ark. Code Ann. § 27-51-305. Trooper Short noted in his report that Green’s SUV was approximately two car lengths away from the pickup truck, and the cars were travelling at 60 miles per hour. Green exited the interstate at the next exit and stopped on the side of the road at the end of the exit ramp.
Trooper Short initially approached the passenger window. He noted that both passengers appeared nervous. Trooper Short explained that he pulled Green over because he was following the pickup “a little bit close.” Trooper Short requested Green’s driver’s license but stated that he did not intend to issue a ticket. Trooper Short asked the pair about their line of work, and Green replied that they were in "fugitive recovery." After discovering their car was a rental, Short asked for a copy of the rental paperwork and asked Green to return to his patrol car with him. Trooper Short promised that they would be on their way soon. And they would be. To jail.
Green and Trooper Short returned to the patrol car approximately a minute and a half after the traffic stop began-that is, after the cars came to a complete stop on the exit ramp. Once in the car, Trooper Short asked Green about their destination, and inquired as to their travel plans and purpose-including the fugitive they were after and the length of their stay in Virginia. Green informed Trooper Short they were staying in Virginia for three days. Trooper Short then radioed dispatch to obtain the the duo's’ criminal history.
While waiting on a response from dispatch, Trooper Short returned to the SUV to speak with Cox. Trooper Short asked Cox the same questions he had asked Green to corroborate Green’s answers. Cox did not know the name of the fugitive they were allegedly hunting. Moreover, he indicated that they were staying in Virginia for only one day. Trooper Short then asked Cox about his criminal history, to which Cox replied that he has a DUI. Trooper Short returned to the patrol car approximately six and a half minutes after the traffic stop began.
Upon his return, Trooper Short asked Green whether there were any weapons in the car, noting that both defendants appeared extremely nervous. When Green replied there were no weapons, Trooper Short then asked whether they had any drugs. Green replied that there were no drugs. Trooper Short then asked Green if he could search the vehicle-approximately seven minutes after the stop began. Green stated, “I don’t care” and indicated that both he and Cox had signed the car’s rental paperwork. Trooper Short then discovered that, in addition to a DUI, Cox also had a prior drug charge. [Note: the on-screen text incorrectly attributed the omitted prior charge to Green]
Trooper Short asked Green again if he could search the car, and Green again replied that he did not care. This exchange ended approximately eight minutes after the stop began. Trooper Short exited his patrol car and asked Green to wait in front of their vehicle.
Trooper Short approached the passenger window and asked Cox to exit the vehicle because Green had consented to a search. Cox offered no objection and exited the SUV. The pair waited at the front of the SUV while Trooper Short performed his search. Eventually, Trooper Short discovered approximately 17 kilograms of cocaine in the vehicle’s trunk and placed both Cox and Green under arrest.
Both arrestees ultimately pleaded guilty. On May 14,2020, Stephen Mark Cox, of Beverly Hills, California, was sentenced to 120 months in federal prison followed by five years of supervised release on one count of Possession with Intent to Distribute more than 5 Kilograms of Cocaine and Scott Samuel Green, age 40, of Los Angeles, California, was sentenced on May 20, 2020 to 46 months in federal prison followed by three years of supervised release on one count of Conspiracy to Possess with Intent to Distribute Cocaine.

Sometimes police ask that but are bluffing and want to see how they react but given these guys were both nervous he was definitely going to either get permission or get a dog.
I'd be surprised if the cop couldn't smell it.

He was. The faster you go the more space you need. I counted and he was following at 2 second pace. Normal in town but should be at least double that on an interstate. That is not to say he didn't have prior intel.
As a retired cop, I know for a certainty this was not a random traffic stop, but definitely the result of an informant notifying the authorities of this vehicle/driver.

Wouldn't be surprise if this was 36 lbs of talc and 1 lbs of coke all mixed together, just enough for it to test positive and be considered 37 lbs of coke while the ton of pure made it across country. That's the only way I can rationalize 37 lbs being a decoy.
This is more of a movie trope, semis and commercial vehicles are inspected too thoroughly/frequently for illegal use nowadays. They use cars and pickups.

Even weirder I think this is the 2nd stop I've seen by Arkansas State Police in the last couple months that turned up a massive amount of narcotics. I don't have the link to the other stop but it was identical to this one and very clearly a tip...The Cartel probably needs to do some house cleaning in that area of the country.

Whenever I think that I had a really bad day, I'll watch something like this. And it INSTANTLY makes me realize that there are tons of people with worse days than mine, and would happily trade places with me. And my bad day isn't really that bad after all.

I hate when cops use the "extremely nervous" thing as suspicion of a crime. I've been pulled over before for a tail light out and even when I know I don't have kilos of coke in my trunk, I still started literally trembling and stuttering. I hate interacting with cops so much.
Nervous can not be used as suspicion of a crime. Nervousness isn't a misdemeanor nor felony. Plenty of other reasons someone could be nervous

The rights of a citizen are getting really small these days. If you say no to consent to search they should be unable to bring in the dogs as well. Sorry but you should have to work for your busts not just sniff and search your way to convictions.

Follow their instructions, make sure the police is assured that there is no risk, be nice, don't lie or make demands, apologize and if everything going well then try to lighten up the mood with jokes. I have been stopped several times, a couple tickets at much reduced level and the rest just warning.

Then, when he started talking about them being nervous , I didn't see that. But he sure talked it up about them being nervous..he had his game talk all ready to go. Getting pulled over for “following too closely” is a tactic that many troopers use to legally pull someone over that may be suspicious in any way, especially in known drug routes.
This was an informant who tipped them off, the guy driving is possibly connected to some serious people and isn’t likely to snitch. They most likely had to make it look as natural as possible to not give up the guy who snitched him out, they always do that it’s common.
This exact same thing happened to me in SC , I95 with FL tags headed north. Profiled me. 6 state trooper vehicles in median acting as a way to slow down vehicles. Everybody screeched down to 35-40 upon seeing them. Pulled me over for "following to close". Said my brother and I were "acting nervous". 30 minutes later after tearing car apart ..... nothing. Gave me a warning lol. This is a common tactic not some covert operation. Acting nervous very subjective, they know they got you. Many more cars pulled over being searched on the highway. This was a planned drug search operation by the state of SC.

He went to court to appeal the ticket and the judge told him that was the easiest ticket dismissal he had done over his years as a judge, primarily because the officer dashcam literally proved there wasn’t any stop sign, my dad was under the speed limit, and all registration and car lights were up to code

Once I was driving past a huge church. Right in the grand entryway, (next to a big ass Cadillac) I saw a tall, distinguished looking, grey haired gent, in a suit, getting cuffed and stuffed by several, several police. It was Sunday morning and all the church folk were standing around in shock. I dunno what it was all about, but now I think it was 37 pounds of cocaine.😁

That cop is really careless the way he kept turning his back to the both of them and allowing them stand together while searched the vehicle without another officer standing by. He didn’t even properly check them for weapons.

Knowing that they'll be going to prison I can feel their pain. It takes me back to the moment I got my felony possession charge, you feel like your life is over. Watching these kind of videos brings all that fear and sorrow of knowing that me going to prison would be killing my wife and child and wondering if they could make it without me.. Watching this video brings all those feelings right back to me.

Nope, It's a rental car FROM Arizona in Arkansas! Drug trafficking is common this way recently. They rent a car in Phoenix, load up near or south of I-10. Then they drive the loaded car to Arkansas or Oklahoma drop off car, pick up cash, board plane fly back to AZ and start all over again.

You can't convince me that was a routine ordinary traffic stop. There was already either an inside informant, or someone previously got caught and ratted and tipped the police off about an upcoming shipment and their route. These folks were being monitored well before this stop.

No, it’s just because he had Arizona plates. Higher percentage of possible drug movement in cars coming out of Arizona, California, & New Mexico.
In many states in the south, including Arkansas you don’t want to be riding in far off plates, especially on towns, it’s common to get pulled over for something bogus. If you are a vacationer you are an easy lunch for a speeding ticket.

I've been thinking that people are writing "would of" because in speaking people usually use the contracted form of "would have," which is "would've," and that sounds so much like "would of" that people are now writing it that way. Your comment caught my eye because you used both forms, though one is in the negative. So I'm wondering why you wrote "wouldn't of" in the first instance, and "would've" in the second. If you recognise the form "would've" as a contraction of "would have," why didn't you write "wouldn't have?" Just curious.
If you're going to get involved with drugs: make sure you trust the people you're involved with. This car wasn't breaking any traffic laws. This cop was tipped off.

That truck kind of suddenly decided to exit, the white SUV guy got pretty close to the truck, considering how fast they were going. It was only about half a car length. Easily close enough for an officer to pull him over. Just remember, this wasn't california, or new york, or any other big city area where everyone rides each other. This was Arkansas, on open freeway, with light traffic where that kind of aggressive driving is frowned upon and dealt with.

But to any person who has watched dozens of these videos, and by also reading comments on here about retired police, this was clearly a targeted stop. They either got a tip or have been surveiling them. It's why it escalated really quickly. But any halfway same person can see that wasn't a traffic infraction. Not saying I am smarter than the judges, or that the judges are corrupt in favor of the cops at times, but he was not at all following too closely to the car in front of him. lol

You don't just randomly pull over someone for following too closely... I've done it many times as to driving too close to a vehicle that is slowing down in front of me and right in the view of cops and never been pulled over. These guys were followed from Arizona or from the start and this cop was alerted or part of the investigation and executed the plan with a simple traffic violation..

Or, the more simple answer is that Trooper Short is well versed and experienced in highway interdiction and noticed a lot of indicators about this vehicle.
Having read some of the other comments I’m glad I’m not the only one who saw right through the ‘following too closely’ apparent random traffic stop. Do you even know what is the safe following distance? It was on the driving test. At least, it was on mine. But, people ignore it all the time. That car was following two car lengths at over 60MPH. This is the way nearly everyone drives. Many follow one car length at over 60MPH. It is super dangerous. When I see people following me that close, I slow down and wave them around me. Some people are such aholes, that they get right on your bumper for no reason at all. Even if you aren't in the fast lane.

Seems like they orchestrated the infraction too in my opinion. They said the infraction is at 0:35. The cop is already moving over before that, when the truck puts on his turn signal. Then the truck brakes and the suspects brake milliseconds later before the truck almost misses the exit... I think these lawyers sucked.

The car in front of him was at fault, they slowed down to take the exit, you can see the darker cars brake lights when they get close.
He is doing basic highway drug interdiction. It’s not rocket science. Although I guess the officer is lucky he is in Arkansas, because that search would not hold up in a lot of other cities or courts rooms.

He should've had cuffed him as well, after the other one, sat him back down then, then placed one of them in the car. This should be a video at the academy of what not to do.

My mom is a cop here in AZ where most the fentanyl comes from, and is friends with State Trooper highway interdiction teams and These smugglers don’t realize the feds and DEA Have license plate scanners on every freeway/highway so every single time you pass through one they document your plate and get all the information on you and that car, (most smugglers use rentals) and if they see that plate going state after state through the country, it raises suspicion and they will have a trooper waiting for that car to pass by and find any possible reason to stop them. This was a 100% planned stop and they already knew they were loaded.

Agreed. This seems like some kind of set-up. This is a primary example of why the "War on Drugs" is fundamentally stupid. Studies have shown that countries overseas who have legalized drugs like pot see the crime rate go down. Legalize all drugs and see what happens. For the most part, people are somewhat intelligent. If they are brought up with a clear and coherent knowledge about drugs and their effects, I would not be the least bit surprised if the rates of drug abuse went down and the criminal network that involves law enforcement would, over time, disappear.

I’ve been in that position before and yes time does go by slow and at first you’re stunned And once you’re the police station then things get really slow and then you start working on a defense and if you’re a snitch then you start thinking should I or shouldn’t I then eventually the DA comes around to talk to you and they start helping you with the should I or shouldn’t I. Federal time is no joke especially if you’re older . After you start talking to your attorney and he’s trying to work out a plea bargain that will be the final phase don’t do the crime if you can’t do the time.

The fact that this was prosecuted federally and that the DEA was involved in the investigation makes me think that the trooper must have had information about this vehicle in advance. On the other hand it makes zero sense that authorities would send a single trooper to intercept 17 kilos of cocaine. Unless, of course, everyone involved knew these guys would be unarmed.

Drug traffickers get caught quick, you’re always supplying people on the streets who sell it retail and do stupid shit. It’s only a matter of time till one of the customers you’re supplying gets caught, then DEA steps in and asks for the supplier which is you or else you’re looking at 10-20 years min. 9 out of 10 they give the supplier up, it’s a pointless business to be in. Just do the right thing work normally and stay out of this type of bs, it always hits a hard dead end. You’ll have fun for a couple years, but that fun is going to instantly turn into a living hell for you.

A lot of criminals think they can ride out being a criminal long enough to make a specific amount of money then leave, its sort of like expecting to take heroin everyday for a year and expect to easily stop taking heroin cold turkey. Criminal addictions are equal to a hard drug addiction, once it grapples on to your brain its near impossible to stop. When its drugs you're hooked on you need rehab or psychotherapy, when its a criminal addiction you need prison or some sort of near death experience in both cases to give you enough of a shock to snap you out of the trance you were in. I agree with you they do ruin countless lives, but it'll never stop. At the end of the day we all make out own choices as adults.
They sent a single trooper because they knew the legitimacy of the stop would be questioned in court. They probably had backups close by ready to engage if it was an informed stop.

I'm just going on personal experience. If I'm moving that much stuff, I'm going to have plans ahead of time to get away. I do understand the problem with running at that moment, is how far can you really get before they swarm the area to find you. Assuming they are out of state it would be even harder to find a good place to hide in the moment. Running is always stupid, but in some states, 28 grams of cocaine is considered trafficking. These guys have over 16,000 grams so their prison time could be substantial. People run over parking tickets, these guys didn't even flinch

I was throughly searched by border patrol once coming back from vacation in Canada. When they were searching my car I was nervous as hell. I didn't even have to worry.
