Technically, yes. To become Imperialdramon Paladin Mode, Imperialdramon Fighter Mode needs Omni/Omegamon's power, otherwise Paladin Mode is inaccessible. Imperialdramon isn't even the only Digimon this is true for, IIRC.

A Jogress/Fusion allows to combine 2 or more Digimon into 1. That means they are no longer individual Digimon but one entity with their minds combined too. So Mastemon is technically one Digimon.

The way they use DNA to do form changes or burst modes is stupid and the DNA for the other omni forms doesn't make sense either i hate when the games don't make sense for digivolving that's why I don't play them all that much I watch the anime and the games don't follow anime digivolution at all.
