    "You have to be two to wage a war", really? Yes in the sense that if you attack and that the prey defends itself, there is war. But when the prey does nothing, there is no war, just defeat of the prey. So in everyday language, it is sufficient to be one to wage a war.

    Its important to note russias mobilisation was intended to be partial and to act as a public deterrent, privately they did not want war to break out and they did not declare war on AH or move to do offensive action befire Germany declared war on them

    Regardless of who began the war, English entry, escalated the European war into a World war as its empire across the world was dragged in.
