When you perform O goshi you want your hips to be below uke's. Once done you continue to lift uke using your hips. In this moment Tori has Uke on his hips/back. When you perform uki goshi as you can see uke is never on Tori's back. Other difference is that when performing o goshi your feet and hips are pointing in the same direction as uke, when doing uki goshi you are more perpendicular and depends more on the twisting motion than lifting with your hips. It may be confusing but I recomend you to compare them...
