You are worrying about the wrong things. Many of England stars in last 2 decades have been foreign born, raised in UK or joined through 4 day domestic competition.
The less the better let's be honest. Tests won't bring crowds to nations other than the top 3. They should make it exclusive for the top 3 and a few matches here and there for other top nations this can make tests more appealing
