Oddball being spotless is what gave her the advantage over Cruella and how she was able to save her family and the other stolen puppies. As soon as Cruella was behind bars again Oddball recieved her spots.
It's almost like oddballs brothers and sisters treated her like she didn't even exist they didn't want her to be a part of watching the video game because she doesn't have any spots you're the odd one out
Interesting fact: This is one of 3 sequels that has a furry big-eared protagonist above a high-rise building. The other two were Stuart Little 2 and Sing 2.
I'm guessing Roger and Anita did in fact give the puppies away. I think the only reason they said they were keeping the puppies was so Cruella couldn't get her hands on them but after she was locked up Anita and Roger probably figured it was safe to give the puppies to new homes.
