After all, it would be a waste of the judge/scrambler's time - and if a comp is at the cap of competitors, the sandbagger would be taking a spot that could have gone to a legitimate competitor.

You're expected to take the competition seriously. There's a limited number of spots, time, and resources, and you don't want people showing up and treating it as a joke.

Beginners wouldn't be fooled either because they would realize their beginner method alg is much better than this. Someone who really wanted to compete in this event could've been barred out by someone who wont even try.

I don't know about illegal, but I would definitely say there are algorithms that are horribly inefficient. Or at the least algorithms that have the same end results as other algorithms but are longer and more needlessly complex.
We can also use this algorithm to do h perm while yellow is facing top :rur'u' ×1 l'u'lu ×1 rur'u'×5 l'u'lu×5 and a fully solved side appears. Now the solved side must face us with yellow on the top and do the same thing given above to solve the cube. But it takes a lot of time.
