Whatever you are saying is true.But now a days rapid automatisation of signalling and interlocking is going on.To make few things automatic whole structure has to be redesigned and which requires a lot of fund.Moreover their are few things which are carried since britishers because it's very safe example is one which is shown in video like Token based signalling.But seriously a lot of improvement is very very necessary.
