Is there something I could do to unlock that option
One more thing does the 3rd option (not to kill pellas) appears on hard mode or it has to be just a second play through,difficulty doesnt matter?

@@Vyse195 It doesn't have to be hard mode. You just have to load a file that says Clear Data, and start a new game from there. It won't work if the little number beside "clear" is at zero.

It's such a bad game design that you only have this option, when you already played through the story...
Which means, if you play again through the same story line, then you get this option.
