Well its not a silly question, as it strike me to think about it too. As i remember and also watch other video on the automatic machine, it only stated credit card, don't remember seeing debit card. But you can pay on the counter too, it accept cash too, probably debit card too.
If the tattoos is small enough to be covered by their 2 number of 11cmX20cm purchased stickers. If not, mostly likely cannot. Or if you can, before entering, cover all the tattoo by yourself with your own stickers.

This is a good 30 minutes from "Tokyo Station". But its still a new, good Onsen option woth incredible views of the Tokyo skyline.

@@Dnameizking There are limited rented rooms with private onsen. Since it is private, tattoos won't matter much.
