I heard about cases when the singer wasn't actually from the country they represented (like Alexander Rybak who won the festival for Norway in 2009, even though he was an immigrant from Belorus), but I thought they need citizenship for it. In Malinda's case it would be understandable (connection to Irish culture, Irish heritage), but it's still weird.
