The concept itself is neat. Leaders cap objs but they don’t need to stay there (except for contested Objs). This was meant to free up leader units to get closer to the front line for buffing troops (ie SD style) but then Eugene hit themselves in the face by nerfing the availability of Leaders per card, making it risky to have leaders in combat.
Why pretend that you're doing warcrimes when you have a whole unit dedicated to it?;) Now we also need soviet unit that only feints surrender unlike all other units in the game...

They change it so the command vic doesnt need to be inside the already capped sector to keep it captured.
