What mr. Nelson didn't seem to understand, was that Carmen wasn't saying that stuff to try and make him feel bad. Cartman just found it really funny and was amusing himself.
To be fair,you wouldn't expect a normal child to laugh his ass off as much as Cartman in this situation. In the eyes of Mr.Nelson it must have looked like Cartman was just taunting him without a particular reason. Plus,he couldn't have known Cartman's twisted sense of humour beforehand

Yeah, but the fact that he wasn’t laughing at him to offend him, and that he was just laughing because he found his appearance amusing, plus the comments he kept making shows how much of a sociopath Eric Cartman really is. But he’s a psychopath as well. He’s done worse.
Really makes me question why the school even let Cartman go to that assembly, they know how terrible and unwilling to learn his lesson he is so why did they think putting him in a room with a guy who has a disability and was trying to teach a lesson about not reacting to bullying due to physical appearance would be a good idea
