Did the parents sign a contract saying they would pay and what the late fee structure was, absolutely. Throwing it out because you deem it excessive is stupid. She awards pre judgement statutory interest left and right. Different amounts, same principle. You didn’t pay when you should have so here’s a penalty.

I ran a licensed Daycare for years, not giving the parents the pass code to get in the door where their children are is not acceptable and I'm sure it's illegal. Parents need to be able to gain access to their children at any time during the period that they are in the custody of the provider. A lot could happen in a Daycare setting and that may make it impossible for the provider to get to the door to open it. If the parents don't have access and you are unable to open the door you are putting the children in danger. Not to mention that in some extreme cases, denying the parents unrestricted access to their children could be considered kidnapping. A provider never has a right to block a parent from getting their children without having to wait for their permission to enter the center.
