Farhan Haq, the deputy spokesperson for the United Nations Secretary-General Antonio Guterres, said the ideals of the UN charter are "intact" after the Israeli ambassador to the UN shredded a paper with "Charter of the United Nations" written on it to oppose Palestine's membership bid to the UN. "I've been here a long time. I've seen a lot," Haq said in response to a CMG question about what he thought of the move.

From my point of view, when Israel envoy's shredding of UN charter can be considered as acceptable behavior of freedom of speech. There is nothing to do with the implementation and application in the reality that the UN charter will always be followed and respected by all members of the UN.
