I like to think Bison's using both Psycho and Soul power as a sort of "chaotic neutral" version of the character now. Like his amnesia is a result of this new change.
His amnesia is a result of him (spoilers I guess) dying in SF5. I actually really appreciate that this is how they chose to bring him back, because it would have been a total lack of catharsis for SF5 fans if his status quo didn't change
I assume this is just one of the random clones he made as backups that got loose, and it's trying to figure out who/what it is. When he is shown in the tease trying to reach for the hat on the throne, some of the particles that come out are actually screens from old Street Fighter Games. He's trying to reclaim Bison's memories.
@Kasaaz Not sure I'm following you. Bison uses Psycho energy to reincarnate all the time in this franchise, so if you're proposing his energy moved into one of the clone bodies, sure. If you're proposing this a new being altogether, a clone with a mind of its own, I have to disagree
Psycho Power is just Soul Power, but without the goodness to balance it out since Bison purged all the goodness out of him.
As for the goodness he discarded, it became Rose.

As soon as I saw the news on Bison's return for SF6, I have to check it out! At first I was like "Holy cow, Bison's back again?! I thought Ryu finally ended him!", but Bison just keeps on coming back every time, gotta have the OG Boss to take over which I will be curious to see if Bison runs into JP and we see who's the real Psycho Power master. Let's go. Also love the gameplay, looking forward to this!!!
