Systemic racism is a little more complicated than you might think. Historically high ways have been built to connect the mostly white suburbs with the inner city which requires the eviction of mostly colored residence. You also have a system designed around cars which is just another financial way of adding pressure and excluding poor people of color. So yeah, roads and bridges can be described as racist.
