Im replacing my bumper for the same factory one , do I attach brackets to the bumper before installing it to the truck chassis?

i dont need to replace or install a new bumper just the chrome air intake hole part... do i have to take all of it completely apart for it or can i get to the part to take the plastic off and the bolts with long extensions off and just replace the chrome bumper air intake part?
