I'm not sure on exactly what you mean by 'link' though I can say that the adapter I used in this video is branded as "Gameware" and seems to be from 2006 or earlier. Hope that helps :)
Both play very well. The ps1 version is a heavy dose of nostalgia for me, but it is simple to setup and there is something sweet about plugging in 2 neGcons for the split mode. Nice to play after a hard shift. the PC has an 8 player LAN multiplayer mode + scalable quality graphics, and like all other pc games, it can be a pain to set up, as I had to experiment with the sound and controls for an hour before this was filmed. I can't comment on the Saturn version though, as I've never had the chance to try it out...
looks super fun, can you link the usb adapter that you used? I've heard not all are compatible with the negcon
