If this was a Table Top Role Playing game like Dungeons and Dragons the "Question" might be the better single Character Class of "Detective" . Batman would be the better multi class and Gestalt build including classes like "Billionaire" ,"Detective" ,"Martial Artist " ,Gadgeteer" ,"Tactician"
It's important to note that in most Question stories, Vic Sage is a pretty popular/ famous news reporter in Hub city. Don't get me wrong, Batman dwarfs his wealth pretty easily. But this is all to say that Id say the Question is closer to upper middle class in terms of resources. So while he doesn't have a super computer or a million dollar lab, he does have better access to resources than the average person I would say. He must be at least a little rich to be able to afford the gas compound he uses for his mask regularly.
What they didn't mention is that in DC Rebirth Vic Sage came back to life, became The Question again, had a heartfelt reunion with Reneé Montoya (who still has the Question persona too), was part of an event series called Event Leviathan, became a member of a secret organisation called Checkmate & had a DC Blacklabel miniseries called The Many Deaths of Vic Sage, which implies that Hub City is a literal evil entity & that no matter how many times Vic died & no matter which period such as the western or the 40's, Vic was meant to be its faceless protector.
Batman's detective skills always struck me as a bit of an informed attribute. I realise for dramatic purposes we have been spared the countless hours of him pouring over case files, but it really seems to me that the answers tend to either fall into his lap without much effort or he makes absurd leaps in logic that only turn out to be true by sheer luck.
I mean writing satisfying detective stories is kind of hard. I find it more annoying when Batman can't figure out obvious things to help keep some tension.

Picking Jeffery Combs as the voice of question was a stroke of genius. Question goes places Batman won't even go to. That gives him a advantage and liability at the same time. Put trying to murder Lex Luthor with a neck tie to avoid a time loop was just so awesome for second or two .
To be fair Rorschach is actually based on the question, when watchmen was being written they originally wanted to use the charleton comic characters that dc had just acquired ( like peacemaker, blue beetle, and of course the question) but dc prevented them from doing so because they thought using them in a story like watchmen would make it harder for them to use in the main continuity down the line, so the comedian replaced peacemaker, blue beetle became nite owl, and Rorschach took the questions place.
Batman is highly logical, while Question as a conspiracy theorist, never rules out the illogical. This means if given a logical case to solve, they may both be equally capable, while Batman edges Question out with tech, however if given a case where things are just a bit more far fetched, Question would likely land at the solution from sheer out of the box thinking before Batman works through the logical clues.

Batman solve cases with the need of using his tools. Bat smart computers, scanners, gadgets and so on. While Questions man solve cases by just using his note book, a white board, his deduction skills and so on. Pretty old fashioned. Question man is a pretty good detective or even better because he has a good imagination that does think out of the box.
Only as good as Sandman, Mr A, Rorschach, and the Shadow...of course Bats...I think Q's deep questioning is what makes him better than Bats...of course there is Ralph Dibney too

Even Batman himself would turn complicated cases over to The Question (especially if the connections between events were extremely complicated and required a viewing the information in a highly unlikely way - so far out of the box that the box may as well be on the moon). Watch the Cadmus arc in JLU, part of the DCAU for one such example.
Honestly, I think the DCAU version of him is the best. Just some weird conspiracy theorist nutjob. No other tricks. Just a dude who likes searching for the truth. No crazy gadgets, powers, or tragic backstory. Just a guy who spent too much time on the internet and slightly on the spectrum.

The Question is basically the DC main continuity version of Rorschach which is what i find interesting.
