Yup this is strong make vaal molten shell , arctic armor, vaal haste only cost 10 souls instead of 50 for the first cast (Honestly this new 2x wep with both could replace a 1h on a spell build looking for some defence/utility)
To generate souls during bosses you should be able to use the new ring, the hateful accuser, to keep creating new trash mobs. I assume they give souls, but I haven tried it with vaal skills. I have been using it for retaliation skills and it works pretty well.
If they kept Penance Mark exactly as it was during Affliction, then they have 50% chance to grant a Vaal Soul when killed. Wiki simply says they do grant souls and flask charges so they might've even buffed it.
Just to note about Vaal Molten Shell: It will dissipate upon taking 10k damage as well as the duration, so your uptime may vary a little bit depending on how much damage you take.
Uniques cannot be enchanted with runesmithing by default but you may be right, if the line 'this item can be enchanted' enables a first enchant and the second line enables 2 further enchants, I can see it

notice how both of those mechanics mentioned are somewhat indirectly worded (i.e. the efficiency of reservation rather than the reservation like it used to or the rate of cd recovery rather than the cd itself) 100% reduced without any offsetting increases has caused the jankiest or most abusive stuff for leagues upon leagues tbh- not sure if you were around for the -100% self reverse shock incident in scourge...
Vaal volcanic fissure can shotgun the screen pretty well and does massive damage so that with hate forge and stacking the rage regen stat in any way with Mana regen or rage on hit is insane ive used such a build in crucible league when you could make volcanic fissure have no soul gain prevention period on a skill tree so this should be the same power pretty much.
I was looking for the way to farm gold, and noticed magic packs drop most gold. So i tried alva with magic monster passive, but it was terrible and then i saw shrine passive that spawns magic pack around every shrine. I've taken all passives for delirium and shrines, domination scarabs and zooming maps, more than 100k gold in 40 minutes while having fun and farming simulacrum pieces.

Another user asked this before - are you sure 100% reduced means zero and not cut in half (such as every cooldown calculation works in PoE) This is a huge difference.
It's not a cooldown calculation, it's a duration modifier - we already know exactly how duration modifiers work with vaal skill soul gain prevention because we have existing items like Triumvirate Authority(30% reduced) which work exactly as any other duration stat in the game
This league is gonna make me craft an expensive ass rune dagger to have fun with spamming vaal spells to have some spellcaster fun in a melee meta, it better not make me regret it
Already thinking of a dual dagger bleed build where 1 dagger hass chance for 100% more bleed damage and another enchantment with this on the second. Than keep Vaal Molten shell 24/7 with vaal flasks and the flask belt + tincture :) the mimimum of the Ripper flask is 21 charges/souls. 17seconds is enough to get enough souls , than vaal arctic armour to tank memory game. Wonder if vaal clarity will work with tinctures mana burn??? Permenent vaal molten shell is already crazy on its own!
Shame it has very low dmg, it would be cool for a lot of vaal attacks with hateforge, but it would need a good source of flat dmg 🤔, i got the unique hammer from a ship, so i need to think something to do with it
This might be best in slot for SST? I think weapon builds will have other things to do but there's very little that benefits shield builds, if you can deal with the socket pressure this might be insane. I'm not a huge fan of the extra button.
The only issue there is losing Bladestorm (which requires sword or axe) really which I wouldn't consider too much of a loss. You don't really need the extra button for the vaal skill either. Put it on your left-click and it will trigger when it's ready, or link it to automation at the cost of the duration (which isn't an issue if you have enough mobs to kill or are hitting fast enough on the boss).

I had in mind Hateforge with the use of rage instead if souls.
With Rage capping at 30 and a majority of skills needing 50 souls, will this even work?
There is also a runesmith enchant that lets you put Shepherd of Souls on a rare wand, which could be pretty spicy

Infinite vaal apark or vaal fireball is back! Definitely something to transition to later though... I can't afford any gear yet...

Archmage or the Saboteur Arcanist Brand setup for Vaal Clarity.
The soul gain is really good for explode, because your second craft modifier can be 10% cancer to explode for a tenth of health
The only sad thing about this for me is I had fully planned a Yaomac's build for this league just for this rune to get added haha

Vaal Clarity will not prevent mana loss from Mana Burn, only skill cost. Mana Burn is not a skill.

can use replica alberon and go str stacking
and enchant the hammer with the vaal prevention time+chaos dmg is lucky+something else

It doesn't need to be proven, we already know how duration modifiers work with soul gain prevention since the change in patch 3.4
