The official English title for the song is "All Phone Zombies Lead to Rome", a play on a famous proverb "All roads lead to Rome." When you behave like a phone zombie, your eyes are glued to the phone and you're oblivious to everything else. If you walk down a road in this fashion, you might as well end up in Rome (since *all* roads lead to Rome), because you wouldn't pay attention to your surroundings and miss your destination as a result. The punishment is, essentially, a reductio ad absurdum of that concept, with the girl being shown the ultimate consequence of her lifestyle (as far as the pun is concerned, anyway). That said, I have no idea what being a turtle has to do with the punishment.

But I do think that there is some significance to her being a turtle while she was staying in Rome. Throughout her time there, she was mostly saved by the fact that she had a "shell" that could protect her from most dangers. Maybe you could say that the court somehow knew that she would need the shell to effectively "learn"? That would be a pretty big stretch but eh. I still really like how it ties into the last part of the song where Theodosius mentions how humans don't have a shell to protect their backs and have to rely on each other to do so.
"The world is build on people in the past, who fought each other, acknowledged each other, and failed again and again. And I understood we're still halfway." This part really moved me. I think it shows why history is condemned to repeat itself and the thought that we're only halfway is both beautiful and terrifying to me. It means that there's still hope for us, but we sure have a long way to go.
