If you ask the wizard farengar in dragons reach in his dialogue if he is the only wizard in whiterun he will give you a fetch quest to give Arcadia the alchemist some frost salts and it will make you Freund's with her and you can take a lot of ingredients and potions in her shop for free. They respawn after a few days a good source of materials
