it genuinely feels like the creatures get angry sometimes when they can't catch their prey, like how moster kelp squirms around if it doesn't catch you.
This reminds me of a scavenger I saw once that literally committed suicide via worm grass. They just climbed into it and sat there, never moving an inch, and just letting themselves be consumed.
One time i was playing as outsider, and since i had the "maul alive creatures" on, I could grab lizards and as long as they didnt bite me i could carry them around with no problem So i found an orange lizard and put him onto a small block of land where there were no pipes He just stood there and i accidentally shoved him off
Lizards slowly increase their Eats relationship with the prey item, if they constantly see it, becoming more and more active. Most maximally provoked lizards can easily outrun the player and their bite speed gradually increases, making them able to snatch you almost immediately if you're in their bite range.

@@Pelle-Peanut-bRain-World figured out that it's in Waterfront. Thanks for suggesting Chimney Canopy though, made me look for places similar to that on the RW map as I ruled out Hanging Gardens
It should be the O key to turn the Dev Tools on, then I believe you hold V to start doing what I am doing in this video. And you can also hold B(?) to start moving most creatures to where your cursor is located. Hope this helps!
