According to the Remake, it’s meant to be used on Wutai.

@@Zelink108 Which makes no sense...Junon is on the west coast of the continent Midgar is on....Wutai is the western most continent...and in between them is a third, which has Costa Del Sol, Nibelheim, Correl, and Rocket Town. If they wanted a big ass gun to fire on Wutai it wouldn't be in Junon
