It’s not that complex, it’s basically the equivalent of adding -y to the end of a name in English, adding -chen to the end in German, adding -ka to the end in Russian, etc.
Japanese just has more of them that are used more often and in the same way (i.e. Mrs Kate Smith vs Katie and Katie-san vs Katie-chan)

The "-chan" thing is actually a japanese honorific. I believe it's usually used when talking to girls. You add it onto someones name, eg. "Sakura-chan". It's something you'd use with family or like, your girlfriend. Or a little kid. Similarly there is also "-kun" which I think would've been more appropriate for the artwork. "-kun" is pretty much the same as "-chan" but for boys. eg. "Sasuke-kun".
However neither of these would be appropriate in a workplace environment. Like you wouldn't want to call your boss using "-chan" or "-kun". Being professional, you'd wanna use "-san", which is basically like Ms, Mr, and Mrs. Just use their last name instead of their first, then add -san.
I could be wrong about the exact use, but basically that person is a frickin weeb.
