The toilet paper dispenser on the panelboard door got me cracking up 😂 Gives a shocking twist to bathroom jokes. Kidding aside that's why I enjoy doing remodels as side jobs, you never know what you'll find in an old building ranging from hilarious to obviously hazardous.
Using a key is still considered readily accessible. Equipment in a locked equipment room, for example, is still readily accessible if it meets the remainder of the definition.
I did a little searching in the NEC but found nothing specific on the maximum height for meter cans. Can you please confirm whether or not 6' 7" applies to meter cans as well? Thanks

Can you explain other then the use of a key? Those that mean a key for panel room or for any room?

Does not apply. Talk to your utility.
