Yes if you've been using Windows 7 or even Windows 8.1 Since 20 Sept 2023 You're unable to get any Features Upgrade to Windows 10 You Need to Buy New Key and Even If you want to install a new Version then you need to Bakcup all your data and then Do a Complete Proper USB Windows Install.
Microsoft stopped free Upgrades of Windows 7 and 8.1 in 2016 but because of some issues it's not been implemented till now from 20 Sept its officially Declare and that can be a Bad Thing if you are using an Old Windows version Still Now Check out the video for more

Why do you want the users to upgrade just because of some rubbish feature that can be claimed with today's AI tools. I don't know what's the problem with your windows but my windows 7 still works fine and for security, the data can be backed up to cloud and pen drive. Are you confirmed about this that windows 11 can't be hacked?
I am using windows 7 still right now and from 5 year and it never got hacked and displayed error like *Oh! Your computer has ran into a problem *. My windows 7 never disappointed me and i can design logos, banners and posters with lower version of coreldrw easily within a couple minute.
