How exactly?
Given what we know about G1R1, the only way for her to be a villain, since she is a weapon with free will, is if she's actively loyal to the authorities, which the shock collar makes abundantly clear is not the case, even if we ignore the fact that she has a shock collar, why would she save the girl, given her background, she would have perceived her as being dead to rights. The math ain't mathing.
