It's in the highway code (or rather not). The list of vehicles that have to comply with the posted speed limits are listed under Rule 124. Local bye-laws can impose their own sanctions on bikes if the council decide

with 30mph being the standard speed limit for urbanised areas, i still have a "20mph zone" outside my nearest school, for the entire length of the road it's on. it's useless, really, because the speed bumps are so worn on the sides and there's so many potholes you're not capable of going 20mph anyway

The same thing happened to me the other day a electric bicycle over took me doing about 23-5 mph. I am Welsh and when I go driving down the town my car is stuck in second gear and I am looking more at my Speedo than what is going on around me in the road whilst my car engine is over revering because it wants to go in third gear and go 30 mph as cars are not designed to drive at 20 mph and therefore I will be signing the petition
Just slow down to 10 or 15 mph, and the engine will be fine
It might take an extra couple of minutes to get to the edge of town, but if you leave 2 minutes earlier, you'll be alright
If it was going that fast, you were overtaken by a (probably VERY illegal) Electric Moped or Motorcycle.

Try and understand the basics of risk. If a bike hits a car because it doesn't give enough clearance there's maybe £500 of damaged bodywork. If a car does the same to a bike then somebody dies. It's the same reasoning as to why you need a licence to keep a tiger but not a cat. Of course, if thinking is not for you then smirk and say a cyclist dying is no bad thing. But then maybe think it might be your child or relative.
I was walking the dog the other day on path alongside a long straight country road, one of those big JCB fast tractors came past doing about 38 mph (think that’s their max speed), shortly followed by a youth (with hoody) doing almost the same speed on an electric bike. Mad world.
Wales 20mph why ? = 20mph proven to be no safer than 30mph.
ICE cars stop at 30mph very quick.
It takes the very heavy EV Cars as long to stop at 30mph as it takes an ICE car to stop at 50mph.
20mph = EV cars cannot stop quick enough at 30mph - they are too heavy and too dangerous for 30mph roads.
So inreality the new road rulings 20mph and lots of 60/50 mph being lowered to 40mph should only apply to EV - this then puts them on par with ICE in stopping distances.
EVs have remote stop systems and are tracked so the tech is all already in place to just apply all the new lowered speed limits to EVs.

In practice, it is only really in built up areas or near schools, a lot of roads are unaffected round here, but I'm in a fairly rural area. In the big towns it must be tortuous....

A smooth 20 with less braking and less braking effort can significantly reduce tyre and brake particulates produced which are a significant health hazard but on the other hand vehicles spending more time for longer at 20 means they struggle to get up to optimal temperatures to cleanly (as far as it gets) burn pollutants, which also has an impact on the lifespan of engine components and compounds the emissions problem. This particularly effects diesels and many of the worst polluting vehicles on the road.
Anyone selling it on the basis of pollution is having you on at best.

we have had 20mph in residential and school zones for a long time, it's the blanket 20mph that we are fighting against. example: where i live there is a 33% incline road, which is now a 20mph road, which leads to a industrial estate, and my god the HGVs struggle, we are not against 20mph as long as common sense is used, not all 30 roads work at 20
We have relatives who live in London where it's 20 and that happens all the time. Of cause the speed limit doesn't apply to cycles.
The speed limit doesn't apply to pedal cycles or power assisted pedal cycles. That's because they generally don't travel at that speed in the streets that the 20mph limits apply but more importantly, they are not 2 ton metal boxes capable of far higher speeds with the potential to do catastrophic damage to people and property.
I believe speed limits appiy to mopeds, which is what, forgive the stereotype, the young, hoodie-wearing drug delivery boys use. That is a different problem and is unrelated to introducing 20mph zones to improve the environment for people in our towns and cities.

I live in a rural area where 60mph is near enough the norm as there are very few hot spots. I did an experiment and tried to get my car to stay at 20mph for a while but I could feel the engine fighting me in the most part. I have a limiter switch which would I suppose make it easier but I know many people do not have that facility fitted. The whole thing is madness for most roads that do not involve schools etc.
It's not madness, don't be so dramatic. I have a speed limiter on my 6 year old car. No problem at all. Even without a limiter you get used to it. It's only in residential streets for goodness sake. As someone pointed out above, the population of France, the Netherlands, Belgium and I think Spain, plus no doubt other countries have no problem with this - they don't drive different cars. Belgium and the Netherlands are full of big German saloon cars. Maybe you need to go on a driving course?

@@robsurname4054 The UK has amongst the safest roads in the world, speed isn't always a factor, some of the worst driving I have witnessed was by the slowest least confident drivers, the type you wonder how the fuck did they pass the test. I saw one recently, literally just up the A55 from this video (Northop Hall), where a woman nearly went onto the A55 on the wrong side of the road. She only stopped at the last second because I blew my horn and flashed my lights at her.

If you've ever tried driving at 20mph, it's a lot slower than you think. My automatic car won't go above 3rd gear, and it is a 7 gear car, so really not efficient in 3rd gear and produces more pollution and CO2 per mile than if I was in top gear.

In fairness, that road had plenty of pinch points where a car would need to stop to let oncoming traffic post, you even saw it in that video, whereas a bike would have enough space to pass without stopping. So regardless of the speed limit the bike would move quicker overall and might as well overtake

Speedos are wrong, everyone knows that. If rumors are true and there’s a zero tolerance to exceeding the 20 mph limit then many drivers will be ultra careful. Who wants a £80 fine and points for going to the shops? I challenge you to just drive at 20mph on your speedo and see how you get on, see if you feel comfortable, I bet you don’t. In London they’ve got these mobile ULEZ camera vans everywhere so they are after you. Will Wales be the same?

Many cars speedos under read, sat nav speed says 30 mph for my car, car Speedo says 28mph.
But then, if I know of a fixed camera I'll always go through 5mph under speedo reading. Then I've got a 7 mph cushion, ba£#ards aren't getting in my wallet! Can always sped up again after the cam,to recoup .....

Anybody who drives a car knows that car manufacturers speedometers are inaccurate to ensure we never exceed the speed limit, so his speedometer is probably showing 20mph whereas his GPS is showing a more accurate speed.

What's all the fuss about. 30 km/h (18,6 mph) is the max speed limit here in France in residential areas, outside schools etc. Helps save lives. Nobody makes a fuss about it. Just get on with life. Far more important issues to focus on.

Netherlands are the same. I'm just back from Belgium - 30km/h there too. I think the Netherlands has a population density nearly double that of the UK and Belgium is significantly higher too. It is a problem because it isn't just in residential areas or outside schools, we had 20 mph outside schools and residential areas already now it is widespread. It is also a problem because the government interfere too much with people's lives and especially motorists and if travelling over 20 mph is sooo dangerous then ALL vehicles should be restricted so cyclists don't end up in accidents either.. There are far more important things to focus on here as well - one being the constant illegal flow of people from France.

We had a local councillor in our town who hated cars and didn't own one. Constantly pushing the council to aggravate us. One example cut the one road into town from two lanes to one and make one big cycle / pedestrian lane. Result traffic jams in rush hour and one or two cyclists at the most on the left. These people are crazy and the people are barmy enough to vote for them.

In Kent about a fortnight ago ,7 cars were ticketed in 45 minutes for being in excess of 20 mph , I know it's a purge, and you'll probably have to wait ,days or weeks for the next purge, but the point is, they can and they will ticket you, -- cos they can, we all know 20 is a hard sell, after being used to 30 mph.

I never thought about the cyclists. There's no reason to have a car in Wales for a local commute anymoer. Most lightweight road bicycles + a reasonably fit rider will average 20+mph all day long.

In Canberra Australia, I was clocked overtaking a car doing 120 kph, on my pushbike, on a three lane expressway with a slight down slope, just near the Prime Ministers Lodge some years back. The driver was a young lady reporter and learner driver with an instructor with her, it got on the seven o'clock news. The bike cost me $120 from memory. I am not a racing cyclist. I was bored and decided to see how fast I could make the bike go. The pedals were going so fast I just hit them briefly as they passed my feet. The spokes and tyres were humming. Why not try it past some 20mph drivers. Might be fun. 😁

Hard to average 20mph on a bike for any length of time. It's called evens at an evening 10 time trial.
Try riding 5 miles out and 5 back in 30 mins if you don't believe me.

Why do speed limits not apply to cyclists?
Motor vehicle speed limits were introduced in 1903 and set at 20mph. After this limit was routinely breached, the speed limit in towns was changed to 30mph in 1934. Since then there have been no amendments enacted to make cyclists also adhere to the same regulations.
Speed limits don't apply to cyclists, because they are less of a danger.
Although, you can be done for furious cycling, if you you are cycling dangerously

Bike is slimmer, lighter and much more likely to be able to swerve to miss a child in the road. Also if you were to actually manage to hit a child going at 25mph on a bike its very unlikely to cause a death. Probably would flip the rider over handle bars and the child runs off crying.
Cycles aren't normally fitted with speedometers.
